Warning: Explicit words (well, ‘di naman masyado)

I don’t expect na marami ang magbabasa nitong napakahaba at napaka-boring post na ito about a stupid draft na minamadaling aprubahan without revisions. So I decided to go full rant mode, no holds barred tungkol sa BBL sa post na ito.

Ipapaliwanag ko lang sandali kung bakit hindi dapat aprubahan ang Bangsamoro Basic Law (BBL).

Ang kapayapaan sa Mindanao ay hangad ng lahat ng matino at nagmamalasakit na Pilipino. At sa paraan ng pag-prisinta ng Bangsamoro Basic Law (BBL), parang ito na nga ang sagot sa minimithi nating long-lasting na kapayapaan.Magagalit ka pa nga sa mga kumukontra na maipasa ito.

That is until you read the contents of the BBL.

Kapag nabasa mo ang draft nitong bill na ito, you will agree na ang BBL is probably the most stupid, ignorant, masochist, luxurious, traitor law na maaaring isampal ng Pamahalaaan sa mukha ng lahat ng mga Pilipino.

SPOILER ALERT! Ang kapayapaang ipinagyayabang ng BBL ay FAKE! Kasinungalingan at deliberate na panloloko ang ibinibigay sa mga taong hindi alam ang nilalaman nito!

THERE IS NO PEACE IN BBL, ONLY A VERY POWERFUL MILF and possibly a stronger influence of Malaysia sa Mindanao.

Ang magandang itanong sa mga sumusuporta sa bill na ito eh nabasa na ba nila yung nilalaman ng bill? Mahigit 100 pages ang BBL pero hindi ganun kahirap intindihin ang English nito at sa tingin ko eh kahit highschool students eh kayang ma-analyze ang mga probisyon ng BBL.

Basically, kung hindi mo pa nabasa ang bill ay wala kang karapatang kumontra dito. Gayunpaman, hindi mo rin dapat kampihan ang bill dahil sa mga pangakong hindi mo naman alam kung totoo.

At dahil nabasa ko na ang nilalaman ng bill, pwede na akong kumontra dito.

Una sa lahat, ano ang BBL?

To summarize, ang BBL (House Bill No. 4994) ay bill na nagna-nullify sa kasalukuyang Autonomous Region of Muslim Mindanao. Papalitan ito ng Bangsamoro Government na may mas malaking sakop at mas maraming karapatan, kapangyarihan at kontrol sa kanyang nasasakupan. Mula sa MNLF ay lilipat sa poder ng MILF ang pamamahala sa magiging Bangsamoro Region.

Pero ang Bangsamoro Government ay hindi pangkaraniwang autonomous region. Ito ay para na ring isang Islamic State sa bansang Pilipinas na magkakaroon ng Parliamentary Government with several exclusive powers sa nasasakupan nito.

Meron siyang sariling government system (executive and legislative) at iba pang mga agencies at offices na nago-overlap pero hiwalay sa National Government.

Article IV Section 2. Democratic Political System. The Bangsamoro Government shall be parliamentary. Its political system is democratic, allowing its people to freely participate in the political process within its territory.

Article VII Section 1. Powers of Government. – The powers of government shall be vested in the Bangsamoro Parliament, which shall exercise those powers and functions expressly granted to it in this Basic Law, and those necessary for or incidental to the proper governance and development of the Bangsamoro. It shall set policies, legislate on matters within its authority, and elect a Chief Minister, who shall exercise executive authority in its behalf.

It’s technically a different country with its own laws and implementing body. Parang relasyon ng UK at New Zealand.

At obligado ang Pamahalaan na gastusan ang Bangsamoro Government mula sa start-up nito, hanggang sa maitatag ito at habang tumatakbo ito. So, although layunin ng Bangsamoro Government na magkaroon ng fiscal autonomy, obligado pa rin ang Pilipinas na tustusan regularly ang Bangsamoro Government forever.

Saan pumapasok yung sinasabi nilang KAPAYAPAAN once and for all?

Article IV Section 5. Promotion of Unity. The Bangsamoro Government shall promote unity, peace, justice, and goodwill among all peoples, as well as encourage a just and peaceful settlement of disputes. The Bangsamoro abides by the principle that the country renounces war as an instrument of national policy, adopts the generally accepted principles of international law as part of the law of the land and adheres to the policy of peace, equality, justice, freedom, cooperation, and amity with all nations.

THAT’S IT! Iyan lang ang nag-iisang portion na nagsasabing magiging mapayapa na sila. Pero hindi pa rin iyon malinaw na ginagarantiya sa BBL. Magiging policy lang iyon ng Bangsamoro Government.

Parang yung anti-political dynasty provision na isinasaad sa Saligang Batas natin. Bawal daw ang Political Dynasties pero meron pa rin.

Article II Section 26. The State shall guarantee equal access to opportunities for public service, and prohibit political dynasties as may be defined by law. (1987 Philippine Constitution)

Dahil hindi naman nilinaw sa Konstitusyon kung paano ipo-prohibit ang political dynasties, hindi pa rin napigil ang mga ito sa paghahasik ng lagim sa bansa.

Ganun din ang pag-“abide” ng Bangsamoro sa national policy ng bansa na i-renounce ang violence o digmaan. Hindi nililinaw ng BBL kung paano sisiguraduhin na hindi na ulit guguluhin ng MILF o ng sinumang rebelde mula sa Bangsamoro ang bansang Pilipinas. Kaya walang kasiguruhang mahihinto na ang digmaan sa Mindanao.

Ang kapayapaang sinasabing makakamit nila is this:

• Ibigay natin ang kontrol ng Bangsamoro sa MILF
• Ibigay natin ang mga kapangayarihang hinahangad ng MILF
• Suportahan natin legally and financially ang Bangsamoro Government

And hopefully, hindi na magrerebelde at gagawa ng gulo ang MILF sa Mindanao.

WALANG NAKASAAD SA BILL NA IDI-DEMILITARIZE O IDI-DISARM ANG MILF kapag naaprubahan ang BBL! Walang instructions kung paano isusuko ang kanilang armas dahil hindi naman sinabing isuko nila ang mga armas nila.

On the contrary, palalakasin pa natin ang armed forces ng MILF sa pamamagitan ng Bangsamoro Police Force at Bangsamoro Armed Forces na bubuuin kapag naipasa na ang BBL!

Article IX Section 2. Bangsamoro Police. – There is hereby created a Bangsamoro Police which shall be organized, maintained, supervised, and utilized for the primary purpose of law enforcement and maintenance of peace and order in the Bangsamoro. It shall be part of the Philippine National Police.

Article IX Section 5.f. The Bangsamoro Police Board shall have the power to investigate complaints against the Bangsamoro Police. Appeals from its decision may be lodged with the National Police Commission. Pending resolution of the appeal, its decisions may be executed. 

Article XI Section 15. Defense and Security. – The Central Government may create a Bangsamoro Command of the Armed Forces of the Philippines for the Bangsamoro, which shall be organized, maintained, and utilized in accordance with national laws. Qualified inhabitants of the Bangsamoro shall be given preference for assignments in the said Bangsamoro Command.

So, may sarili na silang Police Force, pwede pa silang bigyan ng sarili nilang Armed Forces!

BAKIT PUMAYAG ANG PANGULONG AQUINO DITO? BAKIT ALL-OUT ANG SUPPORT NINA MIRIAM CORONEL-FERRER AT TERESITA DELES DITO???

Ang sinasabing kapayapaan eh hindi sigurado at baka sakaling resulta lang kapag naibigay na sa MILF ang lahat ng hinihingi nila. Walang ginagarantiyang kapayapaan ang Bangsamoro Basic Law. READ IT for yourself.

PERO BAKIT BA TAYO NAKIKIPAG-NEGOTIATE SA MILF IN THE FIRST PLACE? Sabi nga ni Sen. Miriam Santiago:

”Who gave the MILF authority to represent the Bangsamoro among the MNLF, MILF, BIFF and other groups that are now springing into existence? Which one shall be validly allowed to claim that it represents the Bangsamoro or the entire Islamic peoples within the Philippine territory?,” – Sen. Miriam Santiago.

Hindi sinasabi sa konstitusyon na pwede tayong gumawa ng sub-state or Parliamentary Government na hiwalay sa National Government. Ang ibinibigay lang na probisyon ng ating konstitusyon ay gumawa ng autonomous region.

Article X Section 1. The territorial and political subdivisions of the Republic of the Philippines are the provinces, cities, municipalities, and barangays. There shall be autonomous regions in Muslim Mindanao and the Cordilleras as hereinafter provided. (1987 Philippine Constitution)

Wala ring nakasaad sa BBL na kapag nag-fail ito eh ibabalik sa National Government ang kontrol sa Bangsamoro. Ang BBL creates a Bangsamoro Government that stays forever. Kelangang gumawa na naman ng panibagong batas para palitan ito kapag pumalya.

Hindi ba paglabag sa konstitusyon ang pagbuwag sa mga established autonomous region?

Bukod sa Bangsamoro Government at regular monetary support ay sinisigurado rin ng Pamahalaan na magkakaroon ng key positions sa National Government ang Bangsamoro people. Including, cabinet positions at iba pang executive government positions.

Article VI Section 9. Bangsamoro Participation in Central Government. – It shall be the policy of the Central Government to appoint competent and qualified inhabitants of the Bangsamoro in the following offices in the Central Government: at least on (1) Cabinet Secretary; at least one (1) in each of the other departments, offices and bureaus, holding executive, primarily confidential, highly technical, policy-determining positions; and one (1) Commissioner in each of the constitutional bodies.

So, para pala magkaroon ng kapayapaan at ma-address ang kahirapan eh kelangan kaming mga Kapampangan eh magrebelde na rin dapat sa Pamahalaan at humingi ng special privileges? Pa’no yung mga Bisaya? Pa’no yung mga Igorot? Pa’no yung mga Aeta? Napapabayaan din kami ng Pamahalaan ah!

Paano rin masisiguro ng Pamahalaan na hindi mga kamag-anak lang ng mga MILF ang hahawak sa mga key positions sa pamahalaan nila? Eh di magulo na naman sila dahil sa power tripping at paglitaw ng mga bagong rebelde sa loob ng Bangsamoro? Ayon sa BBL, ang transitionary authorities ay members ng MILF.

Article XVI Section 2. Bangsamoro Transition Authority. – There is hereby created a Bangsamoro Transition Authority (BTA) which shall be the interim government or the governing body in the Bangsamoro during the transition period. The Moro Islamic Liberation Front (MILF), being the principal party to the Comprehensive Agreement on the Bangsamoro, shall lead the BTA, in its leadership and membership.

Isang probisyon ng BBL ay ang karapatang pumasok sa trade deal or makipag-negotiate sa ibang bansa ng Bangsamoro Government.

Paano yung mga teroristang nagpapanggap na foreign donors or investors sa Bangsamoro? Iche-check ba ng Pamahalaan yun? Of course not! Exclusive power ng Bangsamoro yun eh!

Article XII Section 1. Fiscal Autonomy. – The Bangsamoro shall enjoy fiscal autonomy with the end in view of attaining the highest form of economic self-sufficiency and genuine development. It shall be entitled to all fund sources enumerated herein, and shall have the power to create its sources revenues as provided in this law.

Article XII Section 2. Auditing. – All public funds of the Bangsamoro are subject to auditing. For this purpose, a Bangsamoro Commission on Audit (BCA) is hereby created. It shall have the power, authority, and duty to examine, audit and settle all accounts pertaining to revenue and receipts of, and expenditures or uses of funds and property, owned or held in trust by, or pertaining to the public funds utilized by the Bangsamoro.

Article XII Section 24. Grants and Donations. – Grants and donations from foreign and domestic donors received by the Bangsamoro Government for the development and welfare of the people in the Bangsamoro shall be used solely for the purpose for which they were received.

Article XIII Section 30. Islamic Banking and Finance. – The Bangsamoro Government, the Bangko Sentral ng Pilipinas (BSP), the Department of Finance (DOF), and the National Commission on Muslim Filipinos (NCMF) shall jointly promote the development of an Islamic banking and finance system, to include among others the establishment of a Shari’ah Supervisory Board.

Bakit nag-fail yung MNLF? Hindi ba dahil sa graft and corruption din? Dahil kahit na maganda yung mga nakasulat na probisyon sa papel eh hindi rin nasunod? Ang na-satisfy lang ay yung mga MNLF officers at hindi yung mga nasasakupan.

Ano ang garantiyang hindi magfe-fail ang Bangsamoro Government dahilan sa graft and corruption?

Instead of Bangsamoro Government, bakit hindi magtayo ang Pamahalaan ng Mindanao Development Authority? Or bakit hindi sila magtayo ng Malakanyang Branch sa Mindanao? Maa-address nito yung neglect ng Pamahalaan sa Mindanao sa problema ng violence at kahirapan sa Mindanao.

While at it, magtayo na rin dapat ang Malakanyang ng mga branches sa Visayas at sa Mt. Province. Magastos ba, sabi mo? Narito ang planong ibigay ng Pamahalaan sa Bangsamoro Government.

Perang Ibibigay ng Gobyerno

• 1 bilyon Pesos start-up + supplemental funds (Article XVI Section 13)
• 7 bilyon Pesos for 1st year (Article XVI Section 2)
• 10 bilyon Pesos over 5 years (Article XVI Section 2)
• 2 bilyon Pesos each year onward (Article XVI Section 2)
• 25% share ng Gobyerno sa Bangsamoro earnings waived for 10 years (Article XII Section 10)
• 4% of net National internal Revenue regular block grant every year (Article XII Section 15/16)
• Separate funds para sa mga offices ng Bangsamoro (Article VII Section 10)
• Additional funds for development projects and infrastructures (Article XII Section 21)
• Current funds ng ARMM na ibibigay lahat sa Bangsamoro Gov’t (Article XVI Section 13)
• Benefits para sa mga affected ARMM employees (Article XVI Section 9)

At ano ang financial gains ng Pilipinas?

– percentage in mining or percentage in taxes pero ikukunsulta pa dapat sa Bangsamoro

Article XII Section 9.k. Where all taxable elements are within the Bangsamoro territory, taxes under letters (a) to (d) above shall no longer be imposed by the Bureau of Internal Revenue (BIR) of the Central Government. The Intergovernmental Fiscal Policy Board shall promulgate rules on the determination of taxable elements in relation to taxes (a) to (d) above and on the sharing of revenues from the collection of such taxes where the taxable elements are found within and outside of the Bangsamoro territory. Any dispute between the Bangsamoro Government and the Central Government arising from the imposition of taxes under (a) to (d) above shall be addresses by the intergovernmental Fiscal Policy Board.

At ang limpak limpak na salaping ito ay hindi naman natin alam kung talagang mapupunta sa dapat nitong puntahan. For all we know eh sinuportahan pala natin ang lihim na terorrist acitivities ng MILF eh hindi pa natin alam. (Hindi ko po sinasabing may terrorist activities ang MILF)

wag po nating kalimutan na isa lang ang pinanggalingan ng MILF at ng BIFF…

Gagastusan natin ng todo-todo ang Bangsamoro Government na hindi naman siguradong magbibigay ng kapayapaan sa Mindanao. And we may even be helping them fund terrorist activities.

Bakit hindi na lang gastusin ng Pamahalaan ang lahat ng perang ito sa Mindanao kahit walang BBL? Kahit walang Bangsamoro Government?

Ibuhos natin ang lahat ng pondo sa pagpapabuti ng buhay ng mga kababayan natin sa Mindanao at baka sakaling bumalik ang tiwala nila sa Pamahalaan at huwag nang gustuhin ang humiwalay pa dito.

BAKIT SOBRA-SOBRANG SPECIAL PRIVILEGES AT KATAKU-TAKOT NA PERA ANG IBIBIGAY NG PAMAHALAAN SA MILF PARA ITAYO ANG BANGSAMORO?

Binasa ba talaga ng Pangulo yung draft ng BBL? I suspect not. Puro maling imprmasyon na naman siguro ang ibinibigay ng mga alipores ng Pangulo sa kanya.

Hindi dapat hinahayaan ng Pangulo na palibutan siya ng mga taong puro papuri at pagluwalhati ang alam gawin para sa draft bill na ito.

Kailangan ng Pangulo na makinig din sa mga salungat dito at pakinggan ang mga dahilan nila.

ISANG MALAKING KAHANGALAN AT TRAHEDYA ANG MADALIANG PAG-APRUBA NITO NANG WALANG ANUMANG REVISIONS.

98% ng laman ng bill is pag-ensure sa kapangyarihan at pribilehiyo na tatanggapin ng MILF sa Bangsamoro Government! (I really encourage everyone to please read this more than 100 page of stupid bill!)

Do not be fooled! This bill is not about peace! This is about giving-in to a Muslim rebel group!

Hindi ito dapat tawaging peace negotiations. Ang tawag dito, “How to Establish the Bangsamoro Government” negotiations!

Ilang batas na ba sa Pilipinas ang mukha lang maganda sa papel at hindi naman talaga ipinapatupad? Ano ang kasiguruhan ng Pamahalaan na susundin ng MILF ang lahat ng nakasulat sa BBL lalo na yung mga probisyon na isinasaad ng “shared powers”?

This is Philippines! Always prepare for the worst!

Lahat ng rights at privileges na ibinibigay ng BBL ay ibinibigay na rin ng kasalukuyang konstitusyon. Ang magiging iba lang ay magiging under na sa MILF ang Bangsamoro region at Shari’ah Law ang ipapatupad na batas sa kanilang nasasakupan.

Kwestyonable rin ang Shari’ah Law dahil may mga batas ito na labag sa konstitusyon ng Pilipinas (polygamy, marrying underaged girls, death penalty, divorce, etc.). Pero gustong gawin ng Bangsamoro Government na higit pa sa Supreme Court ang desisyon ng Shariah Court.

Article X Section 1. Justice System in the Bangsamoro. – The justice system in the Bangsamoro shall consist of Shari’ah law which shall have supremacy and application over Muslims only; the traditional or tribal justice system, for the indigenous peoples in the Bangsamoro; the local courts; and alternative dispute resolution systems.

Questionable ang safety ng sinumang papasok sa Bangsamoro region dahil hindi na protektado ng national laws. Bangsamoro crime laws na ang ipapatupad. Paano makakasiguro ng fair trial kung hindi ka taga-Bangsamoro?

Paano ang karapatan ng mga kababaihan? Kapag na-rape ba sila, kasalanan nila? Paano ang iba pang mga indigenous people at minority sa loob ng Bangsamoro? Sigurado nga bang makakatanggap sila ng pantay na treatment sa loob ng Bangsamoro kahit hindi sila Muslim?

Ilan pa sa mga kwestyonableng probisyon ng BBL ay ang kakayahang mangamkam ng lupa ng mga may kapangyarihan sa Bangsamoro in the form of “redistricting”.

Article V Section 3.57. The Bangsamoro Parliament may create, divide, merge, abolish or substantially alter boundaries of provinces, cities, municipalities or barangays in accordance with a law enacted by the Bangsamoro Parliament, and subject to the approval by a majority of the votes cast in a plebiscite in the political units directly affected.

Article VII Section 8. Redistricting. – The Parliament shall have the power to reconstitute, by law, the parliamentary districts apportioned among the provinces, cities, municipalities, and geographic areas of the Bangsamoro to ensure equitable representation in the Parliament. The redistricting, merging or creation, of parliamentary districts shall be based on the number of inhabitants and additional provinces, cities, municipalities, and geographic areas, which shall become part of the territories of the Bangsamoro Government.

Kwestyonable rin ang full authority na ibinibigay ng Pamahalaan sa land and water resources ng Bangsamoro Government.

Makiki-share lang ang Pamahalaan sa anumang kikitain mula sa mga ito. Hindi sila ang nakiki-share. Ang National Government ng bansang Pilipinas na kinaroroonan ng Bangsamoro Government ang makiki-share. Bakit? Para sa kapayapaan! Of course!

Article XIII Section 8. Natural Resources, Nature Reserves and Protected Areas. – The Bangsamoro Government shall have the authority, power, and right to explore, develop and utilize the natural resources, including surface and sub-surface rights, inland waters, coastal waters, and renewable and non-renewable resources in the Bangsamoro.

Kwestyonable rin ang intergovernmental relations body na composed mainly of Bangsamoro Ministry people! How convenient, di ba? Ano mang conflict meron tayo sa Bangsamoro, talo na agad tayo sa botohan pa lang.

Article XII Section 35. Intergovernmental Fiscal Policy Board. – There is hereby created an Intergovernmental Fiscal Policy Board (IGFBP) that shall address revenue imbalances and fluctuations in regional financial needs and revenue-raising capacity of the Bangsamoro.

Article XII Section 36. Functions. – The IGFBP shall undertake the following functions: (b) Address disputes between the Central Government and the Bangsamoro Government involving the collection of capital gains tax, documentary stamp tax, donor’s tax and estate tax in the Bangsamoro;

Article XII Section 37. Composition. – The Board shall be composed of the heads and/or representatives of the appropriate ministries and offices in the Bangsamoro Government. The Central Government shall likewise be represented in the Board by the Secretary of Finance and such other officials as may be necessary. Once full fiscal autonomy has been achieved by the Bangsamoro, it may no longer be necessary to have a representative from the Central Government to sit in the Board.

Heto pa ang isang kwestyonable (pero di ako masyadong sigurado), basically ay kayang sakupin ng Bangsamoro Government ang buong Mindanao. Sinuman ay welcome sumali sa Bangsamoro Government.

Article III Section 2. Core Territory – The core territory of the Bangsamoro shall be composed of:

d. all other contiguous areas where there is resolution of the local government unit or a petition of at least ten percent (10%) of the registered voters in the area asking for their inclusion at least two months prior to the conduct of the ratification of the Bangsamoro Basic Law and the process of delimitation of the Bangsamoro.

Bakit minamadali ang pagpasa ng BBL? Dahil next year na nila gusto umpisahan ang election. Meron na silang set and fixed schedule (May 2016).

Hindi na nila kinu-consider na may kokontra sa bill na ito. Bakit? Dahil hatid nito ay kapayapaan. Kapayapaang hindi nakasulat na mangyayari. Kahit bali-baligtarin mo ang BBL.

Article XVI Section 12. Regular Elections. – The first regular elections for the Bangsamoro Government under this Basic Law shall be held on the first Monday of May 2016. It shall be governed by the Bangsamoro Electoral Code.

Of course lahat tayo gusto ng peace pero unfortunately, hindi ito ipinapangako ng BBL. At walang klarong nakasulat na igi-give-up ng MILF ang armas at militar nito, on the contrary, gagawin pa itong technically legal ng BBL.

Itanong natin ulit, para saan ba ang bill na ito? Kapayapaan? Pangako ng hindi pagrerebelde ng MILF? O pagpapalakas lang lalo sa Muslim rebel group?

Walang nakasaad sa BBL na idi-demilitarize ang MILF, so paanong magkakaroon ng kapayapaan? Ano’ng kapayapaan ang pinagsasabi nila?

Walang legacy na maiiwan si Pangulong Aquino na siya ang tumapos sa kaguluhan sa Mindanao. Walang nobel peace prize taong makukuha.

At kanino ba ang allegiance ng MILF? Sa Pilipinas ba o sa Malaysia? Isa pang probisyon ng BBL ay ang malayang pakikipag-ugnayan ng Bangsamoro Government sa South East Asian Nations. Hindi ba’t miyembro ng ASEAN ang Malaysia?

Article XIII Section 25. Barter Trade and Countertrade with ASEAN Countries. – The Bangsamoro Government shall regulate traditional barter trade and counter-trade with ASEAN countries. The goods or items that are traded with the said counties shall not be sold elsewhere in the country without payment of appropriate customs or import duties.

Kung sino man yung mga nakapalibot sa Pangulo, ipaliwanag sana nila ng maayos kung ano yung laman ng BBL.

At marami pang tanong ang hindi sinasagot ng BBL.

Wala na bang ibang paraan para magkaroon ng kapayapaan sa Mindanao? Hindi ba kayang ipatupad ng Pamahalaan ang authority nito sa Mindanao?

Bakit sa MILF lang sila nakipag-usap? Paano na yung MNLF? Ang BIFF? Sigurado bang wala ng lalabas na bagong Muslim rebels pag naipasa ang BBL?

Kung pinapayagan pala ng Konstitusyon ang Parliamentary form of Government, bakit hindi na lang natin gawing Parliamentary ang Pamahalaan sa buong Pilipinas? Mukha naman palang mas efficient at matipid at simple ang ganitong sistema ng pamamahala.

Puwede na rin bang magtayo ng kani-kaniyang sub-state ang mga Kapampangan, mga Ilonggo, mga Filipino Chinese, mga Amerasian, mga Bisaya at mga Aeta?

Hindi ba’t di hamak na mas marami naman ang mga Bisaya kesa sa mga Muslim sa Mindanao? Naghihirap din ang mga probinsiya nila. Biktima rin sila ng mga karahasan. Pa’no ‘yan, babalik na lang tayo sa tribo-tribo system gaya nung unang panahon na dumating ang mga Kastila? Ano, papasakop na lang tayo ulit sa mga Kastila para maging isa ulit ang bansa natin? Hindi ba yun paatras tayo at hindi pasulong?

Bakit hindi na lang natin hati-hatiin ang Pilipinas sa bansang Maynila, bansang Luzon, bansang Visayas at bansang Mindanao? Magkakaroon na ba ng everlasting peace sa buong Pilipinas kapag ganun ang ginawa natin?

Narito po ang aking hamak na unsolicited suggestion.

Kung gusto ng Pamahalaan (hindi lang ng Aquino Administration kundi ng LAHAT ng mga darating pang administrasyon) ng tunay na kapayapaan, kung ayaw nila ng may mga nagrerebelde, ng mga reklamador sa social media, ng mga nagpo-protesta o ng mga demonstrador sa kalsada, wakasan dapat nila ang katiwalian. Supilin nila ang nakawan at kapabayaan sa lahat ng ahensiya ng Pamahalaan.

Ibuhos dapat ng National at Local Government ang lakas nito sa pagpuksa ng katiwalian, sa pagpondo at pagpapaunlad sa mga mahihirap na probinsiya ng Pilipinas kabilang ang Mindanao, Visayas at North Luzon. Ibigay nila ang basic needs ng mga mamamayan.

Sa ganyang paraan, makukuha ng Pamahalaan ang loyalty ng masa, ang tiwala ng masa, ang buong suporta ng masa. Walang mae-engganyong magrebelde o sumama sa mga rebolusyunaryong grupo kung may nakikitang pag-asa sa Pamahalaan.
