Pinapayagan na ba ang Aborsyon sa RH Law?

Hindi pa rin tapos ang isyu ng Reproductive Health Bill na naging batas na sana pero pinipigilan pa rin hanggang ngayon ng Korte Supreme.

Malaking isyu ito ngayong halalan dahil kina-categorize ng Katolikong Simbahan ang mga kandidatong Pro-RH Bill as Team Patay at ang mga Anti-RH Bill as Team Buhay.

May mga nagtatanong sa akin kung pwede na ba ang aborsyon sa bagong batas na ito. Ganun? Ako talaga ang tinanong?

Eh dahil nakakahiya namang wala akong maisagot, kaya binasa ko na ang buong batas na nakasulat tungkol Responsible Parenthood at Reproductive Health Care.

Narito ang ilang mga excerpt na nagalugad ko mula sa kontrobersyal na batas. At sumasagot sa tanong kung pwede na ba ang aborsyon sa bagong batas.

Kinikilala ba ang karapatan sa buhay ng mga hindi pa ipinapanganak na sanggol?

SEC. 2. Declaration of Policy
The State also recognizes and guarantees the promotion and equal protection of the welfare and rights of children, the youth, and the unborn.

The State likewise guarantees universal access to medically-safe, non-abortifacient, effective, legal, affordable, and quality reproductive health care services, methods, devices, supplies which do not prevent the implantation of a fertilized ovum as determined by the Food and Drug Administration (FDA)…

Okay na ba gumamit ng mga pampalaglag na gamot?

SEC. 3. Guiding Principles for Implementation.
(d) The provision of ethical and medically safe, legal, accessible, affordable, non-abortifacient, effective and quality reproductive health care services and supplies is essential in the promotion of people’s right to health…

(e) The State shall promote and provide information and access, without bias, to all methods of family planning, including effective natural and modern methods which have been proven medically safe, legal, non-abortifacient, and effective in accordance with scientific and evidence-based medical research standards such as those registered and approved by the FDA for the poor and marginalized as identified through the NHTS-PR and other government measures of identifying marginalization: Provided, That the State shall also provide funding support to promote modern natural methods of family planning, especially the Billings Ovulation Method, consistent with the needs of  acceptors and their religious convictions;

Legal na ba ang aborsyon?

(j) While this Act recognizes that abortion is illegal and punishable by law, the government shall ensure that all women needing care for post-abortive complications and all other complications arising from pregnancy, labor and delivery and related issues shall be treated and counseled in a humane, nonjudgmental and compassionate manner in accordance with law and medical ethics;

Ano ang mga nakakapagpalaglag na gamot?

SEC. 4. Definition of Terms.
(a) Abortifacient refers to any drug or device that induces abortion or the destruction of a fetus inside the mother’s womb or the prevention of the fertilized ovum to reach and be implanted in the mother’s womb upon determination of the FDA.

Conclusion

Sa pagkakabasa ko sa bagong batas, illegal pa rin ang aborsyon. Bawal pa rin gumamit ng mga gamot na pampalaglag at kinikilala pa rin ng Pamahalaan ang karapatan sa buhay ng mga sanggol na hindi pa ipinapanganak.

Pero sa aking pagbabasa ng batas na ito, meron akong nabasang bahagi na sa tingin ko ay hindi magugustuhan ng mga konserbatibo.

SEC. 4

(p) Reproductive Health (RH) refers to the state of complete physical, mental and social well-being and not merely the absence of disease or infirmity, in all matters relating to the reproductive system and to its functions and processes. This implies that people are able to have a responsible, safe, consensual and satisfying sex life, that they have the capability to reproduce and the freedom to decide if, when, and how often to do so. This further implies that women and men attain equal relationships in matters related to sexual relations and reproduction.

(w) Sexual health refers to a state of physical, mental and social well-being in relation to sexuality. It requires a positive and respectful approach to sexuality and sexual relationships, as well as the possibility of having pleasurable and safe sexual experiences, free from coercion, discrimination and violence.

  1. pro or anti, population boom pa rin ang isa sa nagpapahirap sa Pilipinas. ang isa pang problema, kung sino pa yung hindi capable, sila yung maraming anak. 🙁

    1. Actually tama ka dyan Cheese (may relasyon ka ba kay chiz ?) at isa pa sa mga nagrereklamo ay ang mga nasa simbahan.. na kung tutuusin ay hindi naman maalam sa pagplaplano ng pamilya o di kaya ay ang tamang paraan ng pagpapamilya..

      la lang nagreact lang at nakisingit po.. 🙂

      1. minsan kailangan din natin magpaka-objective especially regarding this matter. hindi ako pro or anti contraceptives. i’d rather be called pro-family. well regardless kung ano pa mang pamamaraan ang gagamitin basta kung ano yung nakakabuti sa pamilya.

        sa mga squatters lang, parang factory na ng mga bata. kulang kasi sa edukasyon ukol sa sex at family planning.

        1. oo, dapat nga sana merong programa ang ating pamahalaan na magbigay ng libreng edukasyon sa mga tungkol sa tamang pagpa-plano ng pamilya. pero malamang meron nang ganitong programa hindi lang nai-implement ng maayos.

  2. kaya nga minsan natatawa ako sa mga anti eh during debates, sabi na this causes abortion. hahaha napaka ignoramus and halatang di binasa ang bill. salamat po sa pag follow at pagbisita!

        1. ‘yan nga ang sabi ni misis, hindi ko raw mai-imagine ang init…pero ang 35 degrees ay pareho lang ng summer sa japan, minsan 38 degrees pa! una-una lang ‘yan hehe
